Tony Stark creates a synthetic element to replace the palladium used in his original arc reactor design. It appears to be self-renewing, since Tony depletes it almost to 0% when fighting Iron Monger and then a few minutes later is charged up enough to resume fighting, so once it's manufactured the operating costs are minimal. However, given that Tony was able to build a decently-effective one in a cave from missile parts, it is odd to say that it's not cost-effective. The real question in that case might be "what is the per-hour operating cost of the Iron Man suit?" The Arc Reactor is ideal for Tony because he needs a monumental amount of energy in a very tiny container, but according to that exchange it wouldn't work for any normal real-world energy usage by someone who has to actually pay for things.
